Strategic lines: implementation of the Ecosystem Approach in river basins of the Cienfuegos province

Abstract

Objective: To present the theoretical foundations and strategic lines for the implementation of the ecosystem approach in the planning, management and monitoring processes of natural resources in the hydrographic basins of the province of Cienfuegos, where the social being occupies the center of the action. Methods: A qualitative methodological approach in four stages: normative documentary analysis, construction of the theoretical framework, analysis of the institutional structure, and formulation of strategic lines. Results: Determination of the theoretical foundations of the ecosystem approach, strengthening of strategic thinking, adaptive territorial planning, identification of gaps in the implementation of the approach, and presentation of strategic lines. Conclusions: The identification of gaps related to the implementation of the ecosystem approach favored the presentation of strategic lines in the implementation of the ecosystem approach, integrating environmental, social, cultural, economic, political and scientific-technological dimensions, in harmony with the Territorial Planning Plans and the Environmental Planning Plans, resulting in the following: Strengthening of the Provincial Council of Hydrographic Basins, Creation of Inter- and Transdisciplinary Expert Groups, and Implementation of a Participatory Technical Procedure; these lines will contribute to territorial development and represent a viable roadmap to begin the transition from the current state to the desired one.
