Abstract

Higher education faces a radical exacerbation of the challenges posed by the 2030 agenda for sustainable development and due to the pandemic, a global threat to human coexistence. It implies responding with strategies oriented beyond the conservation and recruitment of teaching personnel, to the traditional interpretation of labor fluctuation, understood as abandonment of educational institutions and a brake on development. The measures to prevent fluctuation face two problems; the negative view of the concept of teacher labor fluctuation and from it a management that loses opportunities. The investigation of this subject used a unit of methods where the inductive deductive, the analytical synthetic and the system approach stand out. The critical analysis of the theoretical and methodological referents allowed us to assess the limitations and positive aspects of the procedure used for the analysis of labor fluctuation in the University of Havana. The objective of the work is to present the main results of the research that allowed to broaden the meaning of teacher labor fluctuation as an opportunity for development.
